Bill Halter Reveals New "Arkansas Promise" to Future College Grads

Democratic candidate for Governor, Bill Halter, is unveiling a bold new plan that could save Arkansas families thousands of dollars. The former Lieutenant Governor revealed his "Arkansas Promise" Sunday. It will allow all Arkansas students to attend a state college tuition-free. But there are guidelines. In his newest announcement, Halter says, "if you graduate from an Arkansas school with a 2.5 gpa, go onto an Arkansas college, and under the Arkansas Promise, we will make sure that your full tuition at the highest cost public university in the state of Arkansas, is covered." So who will pay for it? Halter promises that the investment will be funded without raising taxes, by combining the lottery scholarship, federal grant aid, additional private scholarships, and charitable support.
