City Attorney Kit Williams says, "There are a few bars where alcohol is served and feature complete menus of fairly large amounts of food. I think those are the ones that are at issue. That`s a fairly small percentage. Only two or three percent of all establishments."
Police say they don`t want to be accountants, so the 70/30 percentage used for the last two years to determine whether smoking is allowed or not will likely be replaced by a rule with little or no grey area. Right now the city is looking at drawing the line with prepared food.
Attorney Williams says, "The devil is in the details. It`s when you get down to those last few that you`re trying to say is either a bar or a restaurant, that`s where the difficult decisions have to be made."
