Jay and Connie Potter were attempting to build American R-V Park Incorporated but they claim certain residents and some public entities have tried to block their business venture. The lawsuit specifically alleges that the chairman of the water and sewer standards, Mick Wagner, attempted to organize landowners in the area to volunteer to be annexed by the city.
