A survey done by Georgia-based Site Selection Magazine lists the 25 best states to start or grow a business based on factors such as labor supply, workforce training, economic incentives and resources, climate, and capital.
Arkansas placed 21st - ahead of Kansas, Minnesota, Oklahoma, and Arizona to round out the list.
States ahead of Arkansas - in order of ranking - were North Carolina, Texas, Ohio, Georgia, Tennessee, Indiana, Kentucky, Alabama, Michigan, South Carolina, Florida, Illinois, Virginia, New York, Mississippi, Pennsylvania, Iowa, Louisiana, California and Nevada.
