The Los Angeles district attorney says the singer did not perform the 180 hours of community service as part of his guilty plea to the 2009 assault.
Prosecutors say Brown's paperwork is at best "sloppy" and at worst "fraudulent reporting."
A motion was filed requesting Brown restart the community service in California instead of his home state of Virginia.
A judge is expected to consider the motion at a probation hearing this afternoon.

Investigators say two bombs were found inside the underground bunker.
According to law enforcement sources, they used a camera to monitor what was going on inside the bunker and drones were used to observe the site from above round the clock.
When agents saw Jimmy Dykes, 65 with a gun, they decided to make a move.
Large explosives were detonated. Then two or more agents dropped into the bunker shooting Dykes multiple times killing him.
Five-year-old Ethan was unharmed.
