New Animal Cruelty Bill In the Works

The bill would make animal cruelty a felony offense, right now its a misdemeanor. The previous bill, filed by Senator Sue Madison, failed because lawmakers were split between Madisons proposal and another bill, which would have made the second cruelty offense in five years a felony. Madison says she plans to tour the state, educating people on the specifics of the new bill, which she hopes will pass in 2009.
