Woman Wants To Change Pet Ordinance

Melanie Brakeville is a member of Dogs Deserve Better, a Philadelphia group against keeping dogs on chains, and has started an online petition to rally support to keep people from chaining up their dogs in Siloam Springs. Dogs Deserve Better founder, Tammy Grimes, said dogs kept on chains are dangerous. "The dogs become very territorial and they can hurt kids,” said Grimes. “Children dont understand they just know that they want to pet the dog."
