Secretary of state Charlie Daniels says all applications must be postmarked by monday October ninth. Applications are available at the state revenue and county clerk`s offices, public libraries and public assistance agencies. You can also get applications in the mail from the county clerk`s offices or voter services in the secretary of state`s office. Applications are also available online at sos.arkansas.gov .
