Tuesday night in Rogers, the city council agreed to delay a ban on panhandling to make sure it won't affect a local plant that funds nonprofit efforts. The issue came up after the council received numerous complaints of people begging for money on the side of the road. The Pinnacle Hills Promenade area seems to be the most affected and some city officials say this is creating safety concerns.
