Some county jail inmates may be back on the street soon... picking up trash along Arkansas highways.
The state Highway and Transportation Department is developing the plan, which would pay each county two dollars an hour per inmate picking up the trash, which the department says is much cheaper than hiring someone to do it.
Developers expect about ten counties to participate in the program, but dont know which ten they will be yet.
