According to state youth services director James Walker, juvenile judges do not consider all of the options before sentencing a first time youth offender to jail. Walker said yesterday up to 20% of first time offenders were sent to juvenile detention centers for minor offenses such as disorderly conduct. A Pulaski County judge who attended yesterdays meeting disagreed.
