Investment Adviser, David Craig, says the bancruptcy report is shocking.
"Bankruptcy laws changed a couple of years ago and whole lot of people had to file or they were never going to allowed to file. I think that will change over time because the rules will change" said David Craig.
Other studies show Arkansass education level is down.
The Natural state ranks 50th, when it comes to residents with four year college degrees.
David Craig says Western Arkansas is different from Southeast Arkansas
"I think the statistics there just pull us down so much. Very small and poor school districts with an ethic of no desire or understanding of the need to finish." said David Craig.
